The Azerbaijani State Social Protection Fund (SSPF) launches the monitoring of the country's private sector for the application of double-entry bookkeeping, SSPF head Salim Muslimov said.

"The main purpose of monitoring is to improve revenue from compulsory state social insurance, on which the SSPF's main charges depend," he added.

According to him, every citizen should know that the Social Fund is almost fully completed implementation of an automated pension system for more effective purposes of social benefits as age and disability. Presently, Azerbaijan fully eliminated the old system, which required the collection of certain documents.

The new automated system for the appointment of pension payments already applied worldwide, he said adding that every citizen, which in the future intends to demand a high level pensions, should periodically monitor the process of accumulating funds in own individual account, on which the level of a pension entirely depends.

Muslimov said that serious problems with double-entry bookkeeping exist primarily in the private sector, as for example in Baku, there are over 100 medical institutions, of which only the Central Clinical Hospital indicates the average monthly salary of about $600 manat, despite the fact that other show at the level of 124 manat. Sometimes this figure indicates, even at $80 or even 76 manat, which indicates a clear rejection of real wages, as such a serious wage gap can not be in health care facilities.

The fund is likely to motor a large commercial facilities, restaurant business, transportation, construction companies, particularly those areas that are central to the private sector. Comparative analysis will be conducted on the basis of reports submitted to the Social Fund on the results of 2009.

"There are such enterprises in Azerbaijan that indicate the real level of wages in five or even six times lower than it actually is," he said.
